  5.     Will Prime Minister Toshiki Kaifu become a gulf-war casualty?
  6. That possibility was raised last week after Kaifu's ruling
  7. Liberal Democratic Party was badly jolted by the 2-to-1 defeat
  8. of its candidate for the governorship of Tokyo. The humiliating
  9. upset prompted the resignation of the party's chief political
  10. operative, Ichiro Ozawa, who took responsibility for the loss.
  11. Ruling party insiders say that Ozawa had agreed to try to
  12. prevent re-election of the L.D.P.'s incumbent governor as part
  13. of a deal with the opposition, in exchange for passage of
  14. Japan's additional $9 billion gulf-war contribution in the Diet.

  16.     The L.D.P. fiasco has stirred speculation that Kaifu's
  17. days may be numbered -- or at the very least that his chances
  18. of re-election next October are doomed. "Without Ozawa in one
  19. of the party top posts, Kaifu could be a lame-duck Prime
  20. Minister," observed a Japanese politician. Others speculate that
  21. Ozawa's sudden downfall might trigger the comeback of former
  22. Prime Minister Noboru Takeshita, still considered one of the
  23. most powerful politicians in Japan despite his resignation two
  24. years ago over an influence-peddling scandal.
